Overview: {opt.} For sites with multiple editors, the division is the grouping of editors.  There is always an Admin. Division which can access any section.  Other users can be assigned responsibility for each section. 

Before a section can be used within the Content Area it must be created by the 'Admin' user.  This ensures that the basic layout of the site is controlled at a high level.  Within the section anyone in the appropriate Division can create pages.    Divisions can be assigned multiple sections.
